QSWP Overview

The Quebec Regular Skilled Worker Program is a points-based Canadian immigration program for foreign workers interested in living and working in Quebec. Points are given out based on different factors and it requires a minimum number of points to qualify. The minimum points required are determined by the marital status of the applicant. A single applicant needs a minimum of 50 points, while an applicant who is married or has a partner must get 59 points. Essentially, the Quebec Skilled Worker Program application is a two-step process.

The first step of the application process is the submission of an Expression of Interest (EOI) by the applicant via Quebec’s online “Arrima” system. The content of the EOI includes the applicant’s personal information, details about his/her education, work experience, contact details, valid job offer, French and/or English communication abilities, as well as other details.

The EOI will then be reviewed by the Quebec provincial authorities and placed in the Expression of Interest Bank (EIB) if the applicant meets the QSWP criteria.

If an applicant receives the Certificat de sélection du Québec (CSQ), as well as an invitation from the appropriate Quebec provincial authorities, he/she can proceed to the next stage of the QSWP application process.

In the second stage, the applicant will file the Application for Permanent Residency in Canada, along with the needed documents and fee(s), with the Canadian immigration agency.

The Canadian immigration officials will examine the visa application, medical report(s), along with other submitted documents. They will also carry out a background check of all the applicants. The applicant will receive a Confirmation of Permanent Residence (COPR) and a stamp of permanent residency in his/her passport if the application is approved by the Canadian immigration officials.

After being approved for Canadian permanent residency, the new immigrant will be permitted to relocate to Quebec to live and work. The applicant will be required to pay the Right of Permanent Residence Fee (RPRF), as well as a smaller fee to receive the Permanent Resident Card. The hard plastic Permanent Resident Card will be carried by the immigrant while living in Canada as official identification and proof of Canadian permanent residency.
