Provincial Nominees Program

Each Canadian province and territory has different demands for skilled foreign workers. Therefore, most of the provinces and territories in Canada have collaborated with the Canadian government to create the Provincial Nominees Program (PNP). These Canadian immigration programs are designed to attract skilled immigrants whose occupations and skills are needed in particular provinces or territories in Canada.

The participating provinces and territories are British Columbia, Manitoba, Alberta, New Brunswick, Northwest Territories, Nova Scotia, Newfoundland and Labrador, Ontario, Saskatchewan, Prince Edward Island, and Yukon.

The mainly French-speaking province of Quebec does not participate in the PNP, but rather, has its own special Canadian immigration program known as the Quebec Skilled Worker Program (QWSP).

General Requirements

Each province has more detailed requirements for their PNP, but here are some general requirements:

  • Some PNPs use a points system based on various factors (e.g., education, work experience, etc.)
  • The foreign worker must usually have an occupation that is needed in the province or territory
  • Applicants must agree to reside in the province or territory that nominated them
  • Some PNPs require the applicant to have a “connection” to the province or territory
  • Applicants and their dependents need to have good health and good character

Application Procedure

The Provincial Nominees Program is a two-tiered program wherein the province or territory must provide an applicant with a nomination first and afterwards the foreign worker will apply to federal government for a Canadian visa. Here are the basic steps in applying for Canada’s PNP:

1. Complete the application and send it to the chosen PNP

Each PNP has its own website where applicants can view the requirements and apply online. Some PNP streams will have application fees to be paid before processing.

2. Wait for the Provincial Nomination Certificate

If approved for a PNP, the applicant will receive a Provincial Nomination Certificate. This will allow him or her to apply to the Canadian immigration agency for permanent residency in Canada.

3. Submit the application for permanent residence

The Canadian Visa Application and all required documents must be submitted to Canada’s national immigration agency during the permitted time period. The required documents will include medical exam results, police certificates and other supporting documentation.

4. Receive a decision about the Canadian visa application

If the applicant and his/her family are approved for immigration to Canada through a PNP, they will receive a Confirmation of Permanent Residence (COPR) and a Canadian visa will be placed on a page of their passport(s). The new Canadian permanent resident(s) will then immigrate to Canada and settle in the province or territory that sponsored them.
